GENERAL

  1. Are these four year contracts?
    Contracts are for one year*, they can be renewed annually based on available funding, but providers only have to submit an application during the RFPA process.

    *Nutrition will be a four-year contract for a meal provider that can serve all ten counties and would need to meet the dietary guidelines as outlined in the Nutrition RFPA.

  2. How many copies of signed application do you send?
    1 original by mail (ATTN: SETAAAD RFPA, PO Box 4757, Chattanooga, TN 37405) or in-person (SETAAAD RFPA, 1000 Riverfront Parkway, Chattanooga, TN 37402)
    AND 1 electronic copy emailed to setaaad@sedev.org.

  3. I am working on our application and our board chairman wouldlike to sign with a digital signature, if that is possible.  The CEOsignature would still be original.  Is that acceptable?
    Yes. A digital signature is acceptable.

IN-HOME SERVICES:

  1.  Will you be choosing multiple providers or a single PERS provider? 
    Multiple

  2. What is the size/number of the serviced population?
    See table below

  3. If only one PERS provider being selected; will current PERS clients be converted to new PERS provider service?
    NA

  4. How many of SETAAAD clients are currently on PERS?
    194

NUTRITION:

  1. Do you have the numbers of meals for the RFP? 
    Currently SETAAAD serves approximately 625 home delivered meal clients and approximately 490 congregate meal clients daily.
  2. How many congregate sites?
    Currently there are 15 congregate meal sites.

  3. Do the congregate sites serve hot meals? 
    Yes, congregate meals sites serve hot meals. Weekly pick-up of frozen meals is an option provided to participants choosing not to participate in the congregate setting.

  4. Are they individual packed meals or bulk?
    All meals are packed individually.

  5. Are the current HDM's frozen for weekly delivery?
    Currently, home delivered meals are mainly a hot, daily delivery. There are some rural sites that provide a frozen 5-pack of meals weekly. Our intent is to continue hot, daily HD and congregate meals.

  6. What counties are either in need of a vendor or do not currently have a provider?
    The meal provider will serve all ten counties (Bledsoe, Bradley, Grundy, Hamilton, Marion, McMinn, Meigs, Polk, Rhea and Sequatchie) and would need to meet the dietary guidelines as outlined in the Nutrition RFPA.

  7. What is the budget yearly or number of meals to be served per year?
    Currently SETAAAD serves approximately 625 home delivered meal clients and approximately 490 congregate meal clients daily.

SENIOR CENTERS:

  1. I have read the county match portion on the website but  Ihave found no information about the amount the grant will be. There is very little information on the application packet. Can you confirm for me the amount of the grant and the obligation for county match, please. Thankyou for your time. 
    Contract amounts cannot be confirmed at this time. The RFPA process is issued to solicit interested providers for the FY 2023-2026.Once selected, providers will receive contract amounts and budget templates. For planning purposes Senior Centers can expect contract and match amounts to be close to what has been received in the past.
  2. Can a senior center apply for transportation funding to offer transportation to the center, field trips, etc.? If yes, do we use the separate transportation funding RFP?
    Yes, a senior center can apply for funding and would need to complete the transportation RFP

TRANSPORTATION:

  1. I am just curious about the application instructions for Transportation under General Requirements.  Number 2 states that the service provider must provide a ten percent (10%) match for all Title III-B funds.  Is this supposed to be actual money match? 
    Providers can determine how best to meet match requirements which can include in-kind support/resources (besides money, such as personnel, volunteer time, other services, etc.) or funding received from other sources.

  2. Can a senior center apply for transportation funding to offer transportation to the center, field trips, etc.? If yes, do we use the separate transportation funding RFP?
    Yes, a senior center can apply for funding and would need to complete the transportation RFP
